OAKLAND — In an effort to generate leads, police Thursday released video surveillance images of a vehicle that fled after causing fatal injuries June 16 to a 42-year-old father bicycling near City Hall with his 6 and 8-year-old sons.

Dmitry Putilov, of Oakland, was killed in the collision. His sons, who were riding separate bicycles, were not physically injured.

The fatal collision happened about 8:21 p.m. June 16 and the intersection of 14th and Jefferson streets.

The video, from a nearby building, shows Putilov and his sons riding their bicycles on the sidewalk westbound on 14th Street. The video shows that when Putilov makes a left turn into the marked crosswalk at Jefferson Street he is, within seconds, struck by a speeding black four-door Infiniti that was going westbound on 14th Street in the lane closest to the sidewalk the bicyclists had been on.

The Infiniti’s driver did not stop. A detailed description of the person has not been released.

Putilov died from his injuries later that night at a hospital.

A narrative accompanying a GoFundMe account set up for the family, said besides his two youngest sons, Putilov, who was deaf, is also survived by his mother and two adult sons as well as other family members in the Bay Area.

According to the narrative, Putilov was born in the Soviet Union where “he worked hard to survive as a deaf person” and eventually immigrated to Europe before moving to the United States for better opportunities.

The narrative says “his enigmatic and charming personality won many friends, both deaf and hearing, in many cities and many countries. His unique construction skills were greatly loved and were in high demand. (Putilov) helped many deaf and hearing friends rebuild or remodel their apartments, houses, and gardens” and also traveled to different cities and states to assist with remodeling.

The narrative says he was was also a huge “glue” that “held many ex-Soviet deaf people together in the San Francisco Bay Area.” Friends and family described him “as a fantastic person and an excellent father to his sons. His loss is profound and has touched many people across America,” the narrative says.

As of Thursday afternoon the GoFundMe account had raised $5,116 for Putilov’s cremation and a memorial service to be held in the fall. The link to donate is https://www.gofundme.com/f/dmitry-putilov.

Police and Crime Stoppers of Oakland are offering up to $10,000 in reward money for information leading to the arrest of the driver. Anyone with information is asked to contact the Oakland Police Department Traffic Investigation Unit at (510) 777-8570 or Crime Stoppers at 510-777-8572.
