LAPD identifies man who died in shootout with officers in Pacoima

The Los Angeles Police Department identified the man officers shot to death in Pacoima late Sunday night after they said he pulled out a gun from his waistband and fired at them.

Oscar Santiago, 26, died at a hospital after officers shot him near the intersection of Van Nuys and Laurel Canyon boulevards at around 10:40 p.m. on Sunday, according to LAPD.

LA Police Chief Michel Moore said Tuesday the officers went there after receiving calls alleging Santiago was seen at that intersection brandishing a gun at people and attempting to carjack a driver.

When the officers got there, they pulled up to Santiago and got out of their car, staying behind the open car doors while they ordered him to surrender.

At some point during the encounter, Santiago pulled out a gun from his waistband and fired at the officers. The officers fired back, hitting and wounding Santiago.

The 26-year-old was taken to a hospital, where he died, Moore said.

Moore did not say whether there was body-worn camera footage of the shooting. Any video LAPD has of the shooting must be released 45 days after the incident.

The shooting of Santiago was the 14th by LAPD officers this year, and the fifth fatal shooting. That’s slightly less than the rate LAPD reported last year: By this time in 2021, LAPD had fired their weapons in 17 incidents. This was also the fifth shooting in which someone fired a gun at L.A. police.

Neither of the officers have been identified. LAPD will investigate the shooting, examining the officers’ actions to determine whether they followed department policy over drawing their weapons and firing at people. LAPD policy dictates any officers involved in a shooting must be placed on desk duty during the investigation.
